I've tried several hacks like this, and although this one is the most promising, you still can't register appmgmts.dll. I just changed all kinds of things including forcing classic start menu for all users. None of it is enforced on other accounts. You end up with the same gpedit as xp pro, but it doesn't work. Also for anyone trying this, put the dlls and msc in the system32 folder (not in system32gpedit files).

Re: Group Policy Editor in XP Home? This file "appmgmts.dll" won't register so all you have is a GPE for show and nothing more. It doesn't save any settings! If somebody knows how to make the above file to register maybe it would, I don't know for sure. I haven't read online that anyone has a working GPE in Windows XP Home. They might offer steps on how to install it, that's not the problem, getting it to function like the one in XP Pro is!

Re: Group Policy Editor in XP Home?
